Premiere Pro Export Settings for Small File Size Without Losing Quality
Premiere's Export dialog presents roughly forty controls across half a dozen tabs. In practice three determine your file size and two more determine whether the result looks good at that size. Everything else is either a delivery-spec detail or something best left alone.
Here is what those five are, the numbers worth using, and the configurations for the exports people actually make.
The Three That Set File Size
1. Format: H.264 unless you have a reason
The Format dropdown is the first decision and quietly the biggest one.
H.264 is the delivery answer. It plays everywhere and compresses efficiently. Unless a specification says otherwise, this is your choice.
HEVC (H.265) produces 30–50% smaller files at matched quality, at the cost of compatibility with older devices and browsers. Reasonable when you control the playback environment. Details in HEVC vs H.264.
QuickTime with ProRes is where oversized exports come from. ProRes is an intermediate codec — designed to survive repeated re-encoding during post-production, not to be small. ProRes 422 HQ at 1080p runs around 220 Mbps, roughly 20× a good H.264 delivery encode. Correct for handing footage to a colourist; wrong for sending someone a video to watch.
2. Bitrate Encoding: VBR, 2 pass
Under the Video tab's Bitrate Settings, you get CBR, VBR 1 Pass, and VBR 2 Pass.
CBR holds bitrate constant regardless of what is on screen — the same data for a locked-off interview as for a fast whip pan. It wastes bits on easy content and starves hard content. Use it only when a delivery spec demands it.
VBR 1 Pass varies bitrate by complexity, deciding as it goes.
VBR 2 Pass analyses the whole sequence first, then encodes with full knowledge of where the difficult sections are. Better distribution, better result at the same size. It roughly doubles export time, which is worth it for most work.
3. Target and Maximum Bitrate
The actual size lever. Target is the average Premiere aims for; Maximum is the ceiling VBR may reach on complex scenes.

Set Maximum about 30–40% above Target. Too close and VBR has no headroom for difficult scenes, which is where visible artefacts appear. Too far apart and file size becomes unpredictable.
These are starting points. Static, well-lit talking-head footage looks perfect well below them. Grain, heavy motion, confetti, water and foliage want the upper end or beyond. Why in what is video bitrate.
The Two That Protect Quality
Use Maximum Render Quality
A checkbox at the bottom of the export dialog. It improves how Premiere scales and processes frames, and matters most when the sequence and output resolutions differ — exporting 1080p from a 4K timeline, for instance.
It costs export time, not file size. Leave it on.
Render at Maximum Depth
Processes the export in higher bit depth internally, which reduces banding in gradients — skies, studio backdrops, anything with a smooth colour ramp. Also costs time rather than size. Worth enabling when your footage has gradients that could band.
Match Source, and When Not To
The Match Source button sets resolution and frame rate from your sequence, which is right for the large majority of exports. Frame rate especially: converting 60fps to 30fps on export introduces judder unless the footage was intended for it.
Resolution is where deliberate mismatching pays. Editing 4K but delivering to the web? Set the export to 1920×1080. Pixel count falls 75% before encoding, and downscaled 4K typically looks marginally better than natively-shot 1080p because the downscale averages out sensor noise.

The case where large files are the point. Masters exist to be re-encoded from later.
Settings That Do Not Do What People Think
Hardware encoding. Under Performance in the export dialog, hardware encoding is far faster and slightly less efficient per bit. Excellent for review copies and drafts; for finals where size matters most, software encoding at the same bitrate is marginally cleaner. Full picture in hardware vs software encoding.
Key frame distance. Leave on automatic. Forcing shorter intervals inflates the file without visible benefit outside specific streaming requirements.
Profile and Level. High profile unless you are targeting genuinely old hardware. Main and Baseline are less efficient by design.
Audio bitrate above 320 kbps. AAC is transparent well below that for practically all content. Uncompressed audio in a delivery export adds hundreds of megabytes for no audible gain.
When the Export Is Still Too Big
Some constraints are hard numbers — a 500 MB portal limit, a 100 MB LMS cap — and hunting for the bitrate that lands exactly there means re-exporting the sequence repeatedly, at several minutes a go.
Export once at good quality, then compress that file to the target. Your master stays clean and you can produce as many sized versions as you need without touching the timeline again.
